September 20, 2007: Arrest Notice 9/19/07

Child Abduction-

On 9/19/07, members of the Winthrop Harbor Police Department Sex Crimes Unit went to the 100 block of Sheridan Road after receiving a complainant from a ten-year-old little girl and her mother. Upon the Officer's arrival, Thomas L. Rix, 40, of Winthrop Harbor was arrested after a short struggle with Police. Rix was then transported to the Winthrop Harbor Police Department where Detectives questioned him. The complainant alleged Rix lured the ten-year-old little girl into an empty apartment building where he offered her money to expose herself.

Rix was charged with the following felonies: child abduction, sexual exploitation of a child, and resisting a peace officer. Rix was later transported to the Lake County Jail and is currently being held on a $200,000 cash bond.
