December 26, 2007: Arrest Notices 12/17/07 - 12/22/07

Traffic Arrests- On 12/17/07, an Officer stopped a vehicle in the 2700 block of 9th Street for a stop sign violation. The driver, Joshua J. Kidd, 19, of Zion was arrested for DUI. Kidd was cited for failure to stop at a stop sign and unlawful consumption of alcohol by a minor. Kidd was later released on a personal recognizance bond and given a future court date. On 12/17/07, an Officer stopped a vehicle in the 1300 block of Lewis Avenue for improper lane usage. The driver, Sirrea N. Lacey, 24, of Beach Park was arrested for DUI. The passenger of the vehicle, Steffen J. Johnson, 27, of Waukegan was also arrested for unlawful possession of cannabis. Lacey was cited for DUI, unlawful possession of cannabis, illegal transportation of alcohol, and improper lane usage. Johnson was cited for unlawful possession of cannabis. Both Lacey and Johnson were later released on personal recognizance bonds and given future court dates. On 12/22/07, an Officer stopped a vehicle in the 300 block of Sheridan Road for improper lane usage. The driver, Lynette L. Phelps, 31, of Kenosha was arrested for DUI. Phelps was cited for improper lane usage, aggravated DUI, and driving with a suspended license (felony charge). Phelps was later transported to the Lake County Jail for Bond Court. Phelps was released from Bond Court on a $30,000 recognizance bond. Aggravated Criminal Sexual Assault Arrest- On 12/19/07, Detectives arrested a 16 year old male for aggravated criminal sexual assault. The juvenile was charged with multiple counts of aggravated criminal sexual assault and unlawful restraint. The juvenile was later transported to a juvenile detention center located in Vernon Hills.
