PRESS RELEASE


December 30, 2008: Arrest Notices 12/21/08 - 12/28/08

Traffic Arrests-
On 12/22/08, an Officer stopped a vehicle at Holdridge Avenue and 2nd Street for improper lane usage. The driver, Allison L. Phillips, 22, of Winthrop Harbor was arrested for DUI. Phillips was also cited for DUI over .08 (BAC .196) and uninsured vehicle. Phillips was later released on a personal recognizance bond and given a future court date.

On 12/24/08, an Officer stopped a vehicle in the 400 block of Lewis Avenue for improper lane usage. The driver, Victor M. Garcia-Adan, 43, of Waukegan was arrested for having no driver's license. The passenger of the vehicle, Jorge Mendez, 25, of Waukegan was also arrested for having two outstanding warrants for his arrest. The warrants were through the Lake County Sheriff's Department for DUI and driving with no license. Garcia-Adan was later released on a personal recognizance bond and given a future court date. Mendez was later transported to the Lake County Jail for the warrants and was being held on a $42,000 bond.

Resisting Arrest-
On 12/24/08, an Officer came upon a disabled vehicle at 5th Street and Kenosha Road. The vehicle was off the roadway in a snow bank. The Officer came in contact with a man who was walking away from the vehicle. The man was later identified as, Mark C. Miller, 47, of Winthrop Harbor. When the Officer asked Miller if the vehicle belonged to him Miller took of running. The Officer caught Miller a short time later and took him into custody. Miller was cited for DUI, driving to fast for conditions, and resisting. Miller was later released on a personal recognizance bond and was given a future court date.

Domestic Battery Arrests-
On 12/28/08, Officers were dispatched to the 1000 block of West Broadway Avenue for a report of a domestic battery. Upon the Officer's arrival they arrested, John A. Laitinen, 41, of Winthrop Harbor. Laitinen was charged with domestic battery and was later transported to the Lake County Jail where he was held on a $10,000 bond.

On 12/21/08, Officers were dispatched to the 400 block of College Avenue for a report of a domestic battery. Upon the Officer's arrival they arrested, Chelsea K. Gray, 21, of Winthrop Harbor. Gray was charged with domestic battery, criminal damage to state supported property, resisting, and escape (attempted). Gray was later transported to the Lake County Jail where she was held on a $20,000 bond.
