April 9, 2012: Arrest Notices 3/27/12 - 4/7/12

Traffic Arrest(s):

On 03/27/2012, an Officer stopped a vehicle within the 800 block of Lewis Avenue for operation of a motor vehicle with suspended registration. The driver, Derrick L. Nickerson, 36, of Kenosha, Wisconsin was subsequently taken into custody after the officer confirmed his Illinois Driver's License was revoked. Nickerson was issued citations for Operation of Motor Vehicle While Registration was Suspended, Operation of an Uninsured Motor Vehicle, and Driving While License Revoked. Nickerson was later released by his signature pending a future court date.

On 03/28/2012, an Officer stopped a vehicle within the 1300 block of Sheridan Road for a lane violation. The driver, Sean M. Weinfurter, 22, of Kenosha, Wisconsin was subsequently taken into custody after failing field sobriety tests. Weinfurter was issued citations for Improper Lane Usage, No Driver's License on Person-Failure to Display, Driving Under the Influence of Alcohol, and Driving Under the Influence of Alcohol with a BAC over 0.08. Weinfurter was later released by his signature pending a future court date.

On 03/28/2012, an Officer stopped a vehicle within the 1000 block of Sheridan Road for a lane violation. The driver, Abner A. Melgar-Barrientos, 32, of Kenosha, Wisconsin was subsequently taken into custody after failing field sobriety tests. Melgar-Barrientos was issued citations for Improper Lane Usage, Failure to Wear Seatbelt, Operation of an Uninsured Motor Vehicle, No Valid Driver's License, and Driving Under the Influence of Alcohol. Melgar-Barrientos was later released by his signature pending a future court date.

On 03/28/2012, an Officer stopped a vehicle within the 400 block of Sheridan Road for improper display of motor vehicle registration. The driver, Sean M. Helms, 25, of Kenosha, Wisconsin was subsequently taken into custody after the Officer verified his Wisconsin Driver's License was suspended. Helms was issued citations for Operation of An Uninsured Motor Vehicle and Driving While License Suspended. Helms was later released by his signature pending a future court date.

On 03/31/2012, an Officer stopped a vehicle within the 1100 block of Sheridan Road for a lane violation. The driver, John W. Larison, 32, of Zion was subsequently taken into custody after failing field sobriety tests. During a protective pat down search, a cannabis smoking pipe was located on his Larison's person. Larison was issued citations for Improper Lane Usage, Unlawful Possession of Drug Paraphernalia, and Driving Under the Influence of Alcohol. Larison was later released by his signature pending a future court date.

On 04/02/2012, an Officer stopped a vehicle within the 900 block of Sheridan Road for a seatbelt violation. The driver, Susan M. Loef, 47, of Kenosha, Wisconsin was subsequently taken into custody after the Officer verified her Wisconsin Driver's License was suspended. Loef was issued citations for Failure to Wear Seatbelt and Driving While License Suspended. Loef was later released by her signature pending a future court date.

On 04/07/2012, an Officer stopped a vehicle near the intersection of Lewis Avenue and 9th Street for equipment and lane violations. The driver, Ernesto A. Garcia, 27, of Waukegan was subsequently taken into custody after failing field sobriety tests. Garcia was issued citations for Improper Lane Usage, No Rear Registration Light, and Driving Under the Influence of Drugs and Alcohol. Garcia was later released by his signature pending a future court date.

Aggravated Domestic Battery:

On 03/28/2012, Winthrop Harbor Police Department personnel were dispatched within the 600 block of Roberts Road for a 911 report of a domestic battery in progress. Upon Officer's arrival, conclusion of interviews and observations of injuries, Marcus W. Stapert, 25, of Racine, Wisconsin was subsequently taken into custody. The victim was transported to a local hospital by members of the Winthrop Harbor Fire Department to receive treatment of her injuries. After later reviewing the facts of this case with the Lake County States Attorney's Office; Stapert was issued a non traffic citation for Aggravated Domestic Battery. Stapert was later transported to the Lake County Jail pending a bond hearing.

Tobacco Compliance Checks:

On 04/05/2012, the Winthrop Harbor Police Department subsequently conducted tobacco compliance checks at the below listed business establishments with the assistance of a 16 year old volunteer. All of the below listed businesses passed and checked identification as required on the underage subject:

Cheap Tobacco 719 Sheridan Road, Harbor Food and Liquors, 644 Sheridan Road, Cheese Shack, 545 Sheridan Road, Harbor Foods, 1235 Sheridan Road, Clark Gas Station, 847 Sheridan Road, Marathon Gas Station, 901 Sheridan Road, G and G Pantry, 1016 Sheridan Road, Tobacco Outlet, 101 Sheridan Road, and United Liquors, 1243 Sheridan Road.
