PUBLIC PETITION TO ILLINOIS D.N.R.

The Winthrop Harbor Economic Development Commission seeks the support of residents in signing a Public Petition to the Illinois Department of Natural Resources. Below is the text of the Public Petition, a link for a printable version, and a link to sign the petition online.

Residents who would like to support the Public Petition by signing an official copy may do so at Village Hall (830 Sheridan Road, Winthrop Harbor, IL) during regular business hours. The Public Petition will also be circulated through the community and residents may sign an official copy when visited by a circulating member at homes and businesses. You may also sign the petition on-line.

Residents of the Village of Winthrop Harbor and all other interested stakeholders as represented by the Mayor and Board of Trustees

We, the undersigned, hereby request that the Illinois Department of Natural Resources develop and market a Request for Proposals for the privatization of all of its property held within the Village of Winthrop Harbor Municipal boundaries, commonly known as the North Point Marina Complex.

Petitioners are affected by the Illinois Department of Natural Resources not privatizing the North Point Marina Complex because;

Though being fiscally conservative and making difficult budgeting decisions has kept Winthrop Harbor in the black during these challenging economic times, we are starting to experience the effects of diminishing revenue and a disproportional reliance on residential tax. Foreseeable spending requirements for infrastructure upgrades to aging roads and water lines, coupled with community stresses brought on by the elimination of bussing in our local school district has caused a number of people to ask-"What can we do?" We are seeking a public/private partnership for the ownership and operation of the North Point Marina Complex that will generate non-residential tax revenues to help fund village and school services.
