NEW: Pay Water/Sewer Bills On-Line
Following is a brief description of the
many services provided by Department of Administration's office.
Licenses and Permits-
- Businesses, organizations, non-profits
and individuals may obtain the licenses and permits required
by Village ordinances from the Department of Administration.
For your convenience, most license
and permit applications are also available on-line.
Village Board Meetings -
- The Village Clerk creates and maintains
all Board of Trustee meeting Agendas and Minutes. The current
Agenda and Minutes,
as well as archived documents, are available for you to view
or print on-line.
Ordinance Codification -
- The Winthrop Harbor Code of Ordinances are maintained by
the Director of Administration who is also Village Clerk. Click
the link to view them on-line, and if you have any questions
regarding ordinances, please call or visit Village Hall.
- The Village Clerk is responsible for the
management of all municipal elections. We also assist with voter
registration, and the Clerk is the Filing Officer for Economic
Human Resources / Employment -
- The Director of Finance and HR serves
as the Human Resource Director for the Village. Postings for

Oaths and Filings -
- The Village Clerk administers oaths for
officials and sworn officers, and receives and records all petitions,
lawsuits and official notices directed to the Village of Winthrop
Public Information / Freedom of Information
- In compliance with the Illinois Freedom
of Information Act (FOIA), the village of Winthrop Harbor has
designated FOIA Officers who handle requests for information.

Utility Billing -
- The Director of Administration is responsible
for overseeing the Utility Billing Department, which prepares
and delivers invoices for Village water & sewer services.
