Water/Sewer Bills On-Line
The Village of Winthrop Harbor provides
municipal water and sewer services, with the Dept. of Administration
office being responsible for billing and collection of fees for
these services. This page contains information about our Water
& Sewer services, please call the office if you have any

On August 2, 2016 the Village Board adopted
Ordinance 2016-O-12, amending the municipal code of Winthrop
Harbor to establish water and sewer base rates. [click here to read the ordinance]. The new
rates are effective with bills issued on or after July 1, 2016.
Water/Sewer Fee Schedule, effective
July 1, 2016 through July 31, 2017:
All water/sewer fees are billed on a
quarterly (3-month) billing cycle.
- The fee for water is $5.00 per
1,000 gallons used.
- for users outside the corporate limits,
the fee is $7.50 per 1,000 gallons.
- The fee for sewer service is $0.80
per 1,000 gallons of water used.
- there is a minumum sewer service fee of
$20.00 per billing cycle.
- An Infrastructure Maintenance Fee of $1.00
per billing cycle is added to each water bill.
Billing Sections -
- The village is divided into three billing
Sections. Utility bills are mailed at the beginning of the month,
as follows -
- If your account number begins with 01,
you are in Section 1. If your account number begins with
02, you are in Section 2, and if your account number
begins with 03, you are in Section 3.
Senior Citizen Discount -
- If you are 65 years of age or older, you
qualify for a Senior Citizen discount on your water bill. The
10% discount applies to the water portion of your bill only.
It does not apply to the sewer portion.

- Water/sewer bill payments are accepted
on-line by clicking the link below.
- First-time users must enter your water/sewer
account number (without hyphens) as both Username and
Password on the log-in screen. You will then be prompted to choose
a Username and Password for future use. After log-in you can
view your bill, pay your bill, view your water useage history,
- Payments may also be made in person at
the Village Administration office or dropped into the convenient
drop-box located just outside the Village Hall entrance. Payments
are also accepted by mail at this address:
- Utility bill payments are due 20 days
after the date the bills are mailed. A pink Disconnection
Notice is mailed on the 21st day to accounts that remain
unpaid, and include a 10% penalty for late payment. Accounts
which are not paid within 15 days after the due date are delared
to be Delinquent. For details on the precedures for Delinquent
Water/Sewer bills, please refer to Ordinance 2008-O-10.
- Once a Disconnection Notice has
been mailed, payment will only be accepted in the form of cash,
certified check, money order or credit card. No personal checks
are accepted once a Disconnection Notice has been mailed. Payment
in full must be made before the disconnection date in
order for the disconnection to be canceled.
- Once a disconnection has taken place,
at $50 disconnection fee will be added to the account. The account
must be paid in full, including the disconnection fee, before
reconnection of water service can occur. After-hours payments
can be made at the Winthrop Harbor Police Department. Please
